International roundtable discussion dedicated to constitutional reforms

An international roundtable discussion on “Constitutional reforms in Uzbekistan: Main changes and additions” was organized jointly by the Development Strategy Center and the Ankara Center for Crisis and Policy Studies (ANKASAM).

According to the Development Strategy Center, the event was attended by members of the Oliy Majlis Senate, the Legislative Chamber and the Constitutional Commission, the Development Strategy Center, the leadership and leading experts of ANKASAM, representatives of the academic circles of Tashkent State University of Oriental Studies, Tashkent State University of Economics, Türkiye’s Ufuk University, as well as local and foreign experts in the sphere of legal, socio-political and economic reforms. 

The international roundtable discussion was led by Eldor Tulyakov, Executive Director of the Development Strategy Center, and Mehmet Seyfettin Erol, President of ANKASAM, as moderator.

Eldor Tulyakov, Executive Director of the Development Strategy Center, touched on the essence and significance of the initiatives proposed to be included in the basic law and the changes that are planned to be reflected in the draft law.

In particular, it was noted that the amendments made to the Constitution are primarily aimed at building New Uzbekistan, which guarantees the protection of human rights and dignity, and strengthens social protection and economic well-being.

Members of the Parliament mentioned all stages of public discussions of the draft Constitutional Law of the Republic of Uzbekistan “On introducing amendments and addenda to the Constitution of the Republic of Uzbekistan” and provided the information related to the organization of this process.

Turkish experts and specialists expressed their opinions regarding the draft Constitutional Law. 

“Development Strategy Center and ANKASAM are working in active cooperation in communicating to the international community the progress of the Constitutional reforms and other positive changes implemented in Uzbekistan”, ANKASAM President Mehmet Seyfettin Erol said. – In particular, the analytical and information materials prepared by the Development Strategy Center are regularly published on the ANKASAM website with its translation to Turkish. This serves to ensure that the Turkish community is informed about the reforms implemented in Uzbekistan through Türkiye’s leading media. 

Cem Karadeli, Chief Advisor to the Director of the Ankara Center for Crisis and Policy Studies (ANKASAM):

– From the first days of independence, Uzbekistan has clearly defined the path and goals of its further development, implemented democratic reforms in the country, and now this process has reached a new stage. The implementation of well-thought-out domestic and foreign policy by the President of Uzbekistan formed a positive image of the country in the international arena.

Most importantly, we are pleased that at the center of the reforms is the issue of ensuring basic human rights and freedoms. In particular, it should be recognized that important achievements have been made in the country in terms of ensuring openness and transparency, ending child and forced labor, developing civil institutions, and ensuring freedom of speech.

Nezahat Demiray, Associate Professor of Ufuk University, Türkiye:

– Amendments and additions to the Constitution are a necessity based on today’s globalization process. Importantly, in the course of these changes, special attention is paid to the principle of human value and dignity. Amendments to the Constitution are in line with international standards. The submission of the draft constitutional amendments to the public discussion and accepting proposals from the population is a positive situation. 

At the same time, it is very important to abolish the death penalty at the level of the Constitutional Law, further strengthen the reforms adopted within the framework of the Constitutional amendments and make them act in the future.

Emrah Kaya, International Relations Specialist at the Ankara Center for Crisis and Policy Studies (ANKASAM):

– Uzbekistan is a rapidly developing country in Central Asia. In particular, this can be observed in the process of constitutional reforms. The reason is that the active participation of the population, as well as non-governmental non-profit organizations and other civil society institutions in the process of making decisions on amendments to the Constitution in Uzbekistan, is quite tangible. 

This is proof that the constitutional reforms are based on the interests of the people, and suggestions are being received from broad segments of society. Also, the constitutional strengthening of the principle of “person – society – state” serves to strengthen the state’s responsibility to society.
