Uzbekistan adopts Defense Doctrine

On 9 January 2018, President of Uzbekistan Shavkat Mirziyoyev signed a law “On Defense Doctrine of the Republic of Uzbekistan”.

The Defense Doctrine of the Republic of Uzbekistan represents a system of official views, principles and approaches to ensuring national security in the military sphere.

The document is based on the legislative acts of the republic and the norms of international law, proceeds from the national interests of the country, the military and political situation in the world and the region, the nature of modern military conflicts, and also determines the priorities of the state’s defense policy, the basic principles and directions of training, construction and the use of the Armed Forces.

It is also established that, depending on the changes in the spectrum of threats to national security in the military sphere, the conditions of the military-political situation, the nature of modern military conflicts, the tasks and directions for the development of the country’s military organization, certain provisions of the Defense Doctrine can be specified and supplemented in accordance with the procedure established by law.

At the same time, the priority directions of the state’s activity in the sphere of ensuring military security are specified by the President of the Republic of Uzbekistan, the Supreme Commander-in-Chief of the Armed Forces.

The defense doctrine has an open character, which corresponds to the foreign experience of adopting similar conceptual documents.
