KOICA focuses on the development of a national qualification system in Uzbekistan

In Uzbekistan, special attention is paid to the professional development of all teachers and mentors working in the education system.

Teachers of the center used to exchange experience, traveling to foreign countries, including Korea. Today, vocational training centers have been established in Uzbekistan. Moreover, it is planned to open national qualification centers and an institute specializing in the assessment of technical skills and improving the potential of teachers.

On July 27, the second meeting of the working group on the qualification system and national standards was held at the Vocational Training Center in Tashkent.

The content of the project “Establishment of a Vocational Training Center in Urgench, capacity building of the system of national qualification tests and certification, creation of a teacher training center in Uzbekistan”, implemented by the Korea International Cooperation Agency (KOICA), was considered in detail.

Participants of the meeting discussed issues of designing a qualification system that contributes to the professional development of workers in education, industry and others.

In particular, three areas were covered – automotive, electrical installation, welding and other important areas in the context of each region. For example, in Urgench, the main attention is paid to the development of hotel business and tourism. The project implementation period, within the framework of which it is planned to create a center for the assessment of national technical qualifications and advanced training of teaching staff, is envisaged for 2021-2024.

“Since 2019, the concept of national qualification system has been widely introduced in Uzbekistan for the first time, we can say that the first step was taken then”, Deputy Chief of the Coordination Department of the National Qualification Commission of the Ministry of Employment and Labor Relations Odil Komiljonov says. – Our main goal is to ensure the active participation of Uzbekistan citizens in the international labor market. It is more important than ever to increase the competitiveness of the working group.

Information about the activities of the working group was provided at the event. It was noted that the main part of the project is to assist in the development of the national qualifications center system and the consistent establishment of technical skills assessment program in Uzbekistan.

Views on the action plan of the Vocational Training Center in Urgench were also exchanged within the framework of the KOICA Project.

Vocational training centers based on the Ministry of Employment and Labor Relations, a new system being implemented to improve the qualifications of teachers will contribute to the comprehensive professional development of personnel. Moreover, with the help of the qualifications assessment center, the skills of specialists who have graduated from vocational training centers will also be evaluated. It is important to study the experience of Korea and its support.

In 2024, the Institute for the Assessment of Qualifications and Advanced Training of Teachers was put into operation in Tashkent City Vocational Training Center.

“The Ministry of Employment and Labor Relations effectively cooperates with KOICA, – the head of the Support Group for the Creation of the Certification System of Uzbekistan Park Kye-Yang says. – At the first meeting of the working group, the tasks related to the establishment of the activities of the qualifications assessment center were outlined. The developed document includes international experience in assessing the qualification system, including such basic criteria as compliance with the standard of the Republic of Korea.
