Improving Uzbekistan’s social protection system

The National Agency of Social Protection under the President of the Republic of Uzbekistan (NASP), the Ministry of Economy and Finance (MEF), and UNICEF Uzbekistan jointly organized a two-day seminar aimed at strengthening results-based management (RBM) and performance-based budgeting (PBB) in the country’s social protection sector.

“Effective planning and budgeting are the foundation of a strong social protection system”, noted Sirojiddin Abdullayev, Deputy Director of the National Agency of Social Protection. “By implementing results-based management and budgeting methods, we ensure that every soum spent truly improves people’s lives. This approach directly contributes to building more inclusive, transparent, and needs-driven support for the population, particularly children, women, people with disabilities, and low-income families”.

The seminar brought together technical specialists from the NASP and MEF. During the practical sessions, participants applied RBM and PBB tools to the design and cost estimation of key budget programs of the NASP. These included the professionalization of social services; social protection for persons with disabilities; the protection of children’s rights; support for women in vulnerable situations, elderly persons; assistance to low-income and other vulnerable groups; and the administrative and institutional strengthening of the NASP.

Throughout the sessions, participants conducted stakeholder and problem analyses, formulated goals, developed logical frameworks, and calculated program budgets – all aligned with current policy priorities.

The next stage will focus on transforming the seminar and consultation outcomes into a structured and sustainable implementation process. The primary goal is to institutionalize the application of RBM and PBB in the planning and decision-making of the NASP. Over time, this is expected to enhance the efficiency, transparency, and effectiveness of public spending in the social protection sector, ensuring that resources are more accurately aligned with the needs of vulnerable groups and national development priorities
