Proposals on ensuring justice presented

President Shavkat Mirziyoyev reviewed a presentation on improving the judicial system and ensuring justice.

In recent years, this sphere has undergone consistent reforms: courts have ceased to function as punitive bodies and have transformed into a system for protecting human rights.

In particular, administrative courts have been established. Effective measures have been taken to prevent domestic violence. A corps of family judges has been formed, and a separate judicial panel for investment disputes has been instituted.

These reforms are being felt in practice by citizens, and international experts acknowledge their significance.

At the same time, many issues remain to be addressed, including increasing the openness and accessibility of justice, creating conveniences for the population through digitalization, and training highly qualified personnel.

The presentation covered plans and measures for their implementation.

Taking into account modern requirements, the “Digital Court” concept has been developed, based on the study of the experience of developed countries. It is intended to prevent corruption and provide citizens and entrepreneurs with access to fair justice without unnecessary bureaucratic obstacles.

Analysis has shown that a significant share of claims reviewed by civil and economic courts relates to uncontested cases. In this regard, it is proposed to transfer the consideration of such matters to administrative bodies, which will help ensure the prompt resolution of issues for citizens and business entities.

Another innovation concerns the consideration of administrative and economic cases on an extraterritorial basis. Modern digital technologies make it possible to implement this approach.

To strengthen the principles of justice and trust in the judiciary, the stability of judicial positions is of particular importance. In this regard, it is planned to review the terms of judicial appointments.

It is proposed to establish regional review courts covering all areas of jurisdiction and to abolish the review instances of regional and equivalent courts. As a result, regional and equivalent courts will function only with appellate and cassation instances, while the review instance will be concentrated in five regional courts.

Special attention has been given to the fundamental improvement of the judicial training system. In this regard, a concept was presented for reforming the Higher School of Judges and establishing an Academy of Justice on its basis.

The Head of State approved the proposed initiatives, signed the corresponding decrees, and instructed to ensure the systematic and high-quality implementation of the planned tasks.
