60 percent of the proposals for the Draft Constitutional Law are submitted by young people

On August 12, at a meeting of the Legislative Chamber of the Oliy Majlis, the work being carried out to improve the Draft Constitutional Law “On introducing amendments and addenda to the Constitution of the Republic of Uzbekistan” following the public discussion was discussed.

At the meeting, information on this issue was presented by the Chairman of the Committee on Combating Corruption and Judicial Legal Issues of the Legislative Chamber of the Oliy Majlis Jakhongir Shirinov:

– A large-scale discussion of the Draft Constitutional Law has been held in the country, about 20,000 events have been organized”, he said. – Teachers, youth, medical workers, entrepreneurs, representatives of civil society institutions took part in the discussion of the draft law. After the bill was submitted for public discussion, 60,000 proposals were received as of July 5, and by August 1, the number of proposals exceeded 150,000, that is, increased by 1.5 times.

The proposals received from citizens mainly concerned the issues of unemployment, ensuring the compliance of taxation with the principles of justice, the provision of legal and other assistance by the state to citizens who are abroad, the protection of labor rights, equality of women and men, youth policy, a strict definition that justice is carried out exclusively by a court and several other current issues. This, in turn, indicates that the draft law is being finalized and improved based on the proposals of our people, and our Basic Law is becoming a truly people’s Constitution.

Our compatriots abroad also did not remain indifferent to the process of constitutional reforms. In particular, we have received hundreds of proposals and applications from our citizens in Kazakhstan, Russia, Türkiye, South Korea, Germany and other countries.

60 percent of the proposals were received from young people. Also, as it turned out during the study, 56 percent of the proposals were sent by men and 40 percent by women. 4 percent are anonymous.

Responsible committees cooperated effectively with the Constitutional Commission in the analysis of proposals received during the public discussion. At the meetings of the committees, discussions were organized with the participation of specialists, experts, the public, media representatives, as well as with the invitation of the authors, whose proposals became the most relevant.

The Draft Constitutional Law has passed six types of examinations. Each proposal and conclusion of the examination is discussed in detail with the participation of experts, specialists, scientists, politicians.

First Deputy Speaker of the Legislative Chamber of the Oliy Majlis, Chairman of the Constitutional Commission Akmal Saidov addressed the meeting and expressed his opinion on the recognition of constitutional reforms and political processes taking place in Uzbekistan by the international community.

At the meeting, the positions of factions of political parties following the discussion of the Draft Constitutional Law were heard. The need for active participation of representatives of all factions in further improvement of this draft law was noted.
