On December 13, 2017, a meeting devoted to
issues of increasing the efficiency of reforms that are being
implemented in the sphere of land resources, geodesy and cadaster was
held under the chairmanship of the President of the Republic of
Uzbekistan Shavkat Mirziyoyev.
At the meeting, reports of the heads of
the State Committee of the Republic of Uzbekistan on Land Resources,
Geodesy, Cartography and State Cadaster on measures of improving the
activities of the sphere were heard.
In the current year, the updated
organizational structure and activity areas of the State Committee of
the Republic of Uzbekistan on Land Resources, Geodesy, Cartography and
State Cadaster were revised and approved in order to improve activities
in the field of cadaster of land use and real estate.
The main directions of activities of the
Committee are the development and provision of implementation of a
unified state policy on the rational use of land resources, in the
sphere of geodesic and cartographic activities, development and
implementation of state programs on the rational use of land resources,
ensuring the preservation and protection of lands, increasing soil
fertility, enhancing the efficiency of geodesic and cartographic
activities, maintenance of the Unified System of state cadasters,
establishment and regular update of an electronic database of real
estate, widespread introduction of modern information and communication
technologies, including for the purpose of improving the quality of
public services and business entities.
Fund for Development of Land Relations
and State Cadaster was established at the Committee. The administration
of the committee was completely updated. In addition, 937 staff units
were transferred to the system of the committee, its material and
technical base was strengthened.
In particular, this year it was
determined to allocate more than 45 billion sums for the maintenance of
additional staff units, strengthening and development of the material
and technical base of the State Committee of the Republic of Uzbekistan
on Land Resources, Geodesy, Cartography and State Cadaster bodies from
the Fund for Development of Land Relations and State Cadaster.
It should be noted that according to the
resolution of the Cabinet of Ministers of August 3, 2016, a complete
inventory of real estate objects of individuals and legal entities was
carried out in 2016-2017.
Inventory activities have been completed
in all 8 901 makhallas of the country. Such activities were held in over
6 million 190 thousand real estate objects, including 5,8 million
residential properties, 267 963 non-residential facilities, 38 373
suburban areas.
To date, the State Tax Committee has been
provided cadastral information on more than 6 million 30 thousand (97
percent) properties in real time.
In order to improve the quality of the
state cadaster services rendered by the subdivisions of the Committee to
citizens and business entities through a wide introduction of modern
information and communication technologies, 7 public services have been
transferred into an interactive format.
For the purposes of land surveillance,
planting of agricultural crops and implementation of agrotechnical
measures through the effective introduction of unmanned aerial vehicles,
quadrocopters were imported in the real sector of the economy.
At the meeting, the lack of initiative of
administration of the State Committee of the Republic of Uzbekistan on
Land Resources, Geodesy, Cartography and State Cadaster in issues of
complex ordering of relations in the sphere of land resources, geodesy,
cartography and state cadaster, organization of rational and efficient
land use, ensuring effective control was seriously criticized. It was
also noted that there are many problems awaiting their solution in the
sphere.
So, due to the lack of systemic
monitoring of implementation of agrotechnical measures and sowing of
crops in the amount stipulated in the contracts, 833 farmers have not
fulfilled the contractual obligations for sowing of cotton and grain on
13 thousand hectares in the current year.
For preventing such cases, Deputy Prime
Minister Z.Mirzayev was instructed to develop and implement appropriate
measures on effective land use, ensuring strict compliance by farmers
with the terms of the concluded contracts.
At the meeting, it was seriously pointed
out that the state cadaster service did not fully complete the
registration of property without documents, revealed on the basis of a
full inventory of real estate objects carried out in 2016-2017.
In particular, during the inventory it
was revealed that documents for 1 million 100 thousand residential
properties remained unformed for more than 15 years, 145 thousand real
estate objects were exploited without any documents for less than 15
years, as well as 67 thousand objects were built on 8,5 thousand
hectares of illegally occupied lands and protected areas.
However, as it was emphasized at the
meeting, the cadastral authorities, khokims of districts and cities did
not complete the work on preparation of cadastral documentation of these
facilities, registration of the right to property, demolition or
granting of the right to own objects that were built on unauthorized
occupied land. So, the cadastral documents were prepared only on 751
thousand of the 1,1 million residential properties that have been in
operation for more than 15 years. In general, it was pointed out that
work in this direction remains without proper control.
Taking this into account, Deputy Prime
Minister Z.Mirzayev, Chairman of the State Committee of the Republic of
Uzbekistan on Land Resources, Geodesy, Cartography and State Cadaster
A.Abdullayev was instructed, together with local khokimiyats, to develop
and ensure execution of a resolution, program and schedule on full
registration of housing and land without cadastral documents and address
the issue of illegally occupied lands and unauthorized buildings.
The passivity of introduction into the
sphere of information and communication technologies, including a
unified information system of real estate accounting, establishment of
constant information exchange with tax authorities was noted.
The Chairman of the State Tax Committee
B.Parpiyev was instructed to work with the State Committee of the
Republic of Uzbekistan on Land Resources, Geodesy, Cartography and State
Cadaster on registering housing and land identified as the result of
inventory in cadastral bodies, that have no documents, ensure the
completeness and regular updating of the database on such objects in
cadastral and tax authorities.
Attention was also paid to the need of
improving the registration of land and property. In particular, it was
pointed out that Uzbekistan takes the 73rd place in the rating of the
World Bank in terms of the “Registration of property” index.
Taking this into account, the Chairman of
the State Committee of the Republic of Uzbekistan on Land Resources,
Geodesy, Cartography and State Cadaster A.Abdullayev was instructed to
submit to the Cabinet of Ministers a draft government resolution on
establishment of automated preparation and registration of cadastral
documentation using the “Single window” method, as well as the exchange
of relevant data with tax and notary departments, within a month.
Also, in order to strengthen control over
agricultural lands and sowing works, instructions were given on
completing the purchase of modern unmanned aerial vehicles (drones) and
submitting to the Cabinet of Ministers of a draft resolution providing
for the establishment of an innovation center for setting up the
production of similar devices in our country.
