THE MAIN GOAL IS TO ENSURE PEACEFUL AND TRANQUIL LIFE OF PEOPLE

On January 10, a meeting on further tasks of ensuring peace and public security in the country and preventing crime was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev.

In the current conditions of globalization, more and more new challenges and threats appear, the forms, methods and means of committing crimes are changing. Taking this into account, more than 100 legislative acts have been adopted in the country over the past two years.

In particular, the structure of internal affairs bodies has been reformed. “Safe City”, “Safe Tourism”, “Safe House” systems have been introduced, 24-hour patrol service has been established. As a result, crime last year has decreased by 33 percent.

As a result of taken measures, faith in justice and the rule of law are awakening in people. However, no one has the right to indulge in tranquility, much remains to be done, said the Head of the state. 

At the meeting, the need was noted for bringing the work on curbing crime to a qualitatively new level. The Ministry of Internal Affairs was given instruction on development of a roadmap for eliminating the existing shortcomings based on in-depth analysis.

As it is known, last year we introduced a reward system for qualitative and penalties for ineffective work. Today it is time to summarize activities, the President said.

Instructions were given on material incentives for the heads of ten departments of internal affairs – the cities of Shirin and Gulistan, Shakhrisabz, Yangiyul, Kegeyli, Kanlykul, Khavast, Sardob, Mirabad, Urtachirchik districts, who achieved high results in curbing crime, and taking measures of disciplinary penalty for the heads of ten departments of internal affairs – Nurata, Nishan, Ellikkala, Pakhtaabad, Dustlik, Pakhtakor, Izbaskan, Bostanlyk, Buvayda, Kuyichirchik districts, who showed low results in this direction.

It was noted that henceforth the khokims should personally participate in daily discussion of the situation related to crime, and Kengashes (Councils) of people’s deputies at places should analyze it and contribute to elimination of causes and conditions, facilitating the commission of crimes.

The right to be granted to admission to higher education institutions of internal affairs bodies on quotas

 

At the meeting on further tasks of ensuring peace and public security in the country, special attention was paid to issues of improving the system of crime prevention.

 

It was noted that, instead of position of the head of “Makhalla posboni” structure, the position of assistant to the preventive inspector for protection of public order has been introduced. The assistant is assigned personal responsibility in crime prevention. In the future, assistants who have made a worthy contribution to ensuring public safety will be granted the right to admission to higher education institutions of the internal affairs bodies on quotas.

 

The need for introducing regional experience in prevention and effective counteraction to offenses, creating a school of psychologists and teachers working in internal affairs bodies for prevention of offenses among youth, radically revising the system of training psychologists in universities was noted.

 

During the discussion of ensuring fire safety, the recent increase in carbon monoxide poisoning was criticized.

 

The main reason for this is the lack of proper control over the technical condition and repair of heating devices. This is responsibility of the Fire Prevention Society of Uzbekistan.

 

The Prosecutor General’s Office and the Ministry of Justice have been instructed to conduct a thorough study of activities of this society and to make a proposal for its improvement. The First Deputy Prime Minister, the ministries of emergency situations, internal affairs and construction were instructed to determine the state agency responsible for technical condition of heating appliances, chimneys and other means, as well as to develop technical regulations for equipping buildings and structures heated by gas and coal with carbon monoxide detectors.

 

Shavkat Mirziyoyev: Personnel training system for law enforcement should be based on the latest approaches

 

At the meeting that was held under the chairmanship of the President of the Republic of Uzbekistan Shavkat Mirziyoyev on January 10, tasks of ensuring the integrity of property of the population were considered. It was noted that henceforth, the National Guard is responsible for ensuring public safety and inviolability of personal property on an equal basis with the Ministry of Internal Affairs.

 

Instructions were given on ensuring employment of able-bodied persons in penitentiary institutions, organizing new industries according to the principle of public-private partnership. Training such persons will serve to prevent them from further committing crimes.

 

At the meeting, special attention was paid to issues of training law enforcement officers, continuous improvement of their professional skills and culture.

 

The system of personnel training for law enforcement should be based on the latest approaches, meet the rapidly changing requirements and conditions. It is necessary to form the ability to critical analysis, discipline, honesty, patriotism, initiative, personal responsibility among young personnel, said Shavkat Mirziyoyev.

 

Instructions were given on introducing a completely new mechanism for appointing law enforcement officials. So, candidates should be appointed to the position on condition that they reach the target indicators in the allotted time, contracts should not be extended if the conditions are not executed.

 

Improving the legal culture of citizens, formation of intolerant attitude towards offenses in all segments of the population, especially among youth, is an important factor in crime prevention. However, legal propaganda does not give proper result due to the fact that it is conducted by outdated methods, through superficial meetings and speeches. In connection with this, recently the Concept of raising the legal culture in society was approved by the Decree of the President.

 

At the meeting, the personnel issue was also considered. Many managers who have committed shortcomings in performance of their duties have received a stern warning, some have been relieved of their posts.

 

Reports and proposals of the heads of state bodies responsible for ensuring public security were heard.
