PRESIDENT HOLDS A MEETING ON ENSURING THE NEED FOR MODERN PERSONNEL

On December 18, the President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting on the issues of ensuring the need for modern personnel, attracting educated youth to strategic industries.

In recent years, measures have been taken on improving the education system, training modern personnel. A program for integrated development of the higher education system for 2017-2021 is adopted by the resolution of the President. This year, 13 new higher education institutions have been organized in the country, including branches of foreign universities. The Academy of Sciences and the Ministry of Innovation Development of the Republic of Uzbekistan have begun working on training highly qualified personnel.

Certainly, the attention paid to this issue will surely give its results in the near future. However, advanced personnel that meet the requirements of accelerated reforms implemented in all spheres are needed today.

In the process of structural transformations, it became clear that most of the specialists are not ready for them, their knowledge, qualifications and skills do not meet modern requirements.

For example, at the initial stage, it is required to send abroad more than 3.5 thousand specialists for training in programs of magistracy and doctoral studies, advanced training and internships. There is a need for more than 600 of our compatriots with international scientific and practical experience. It is required to involve about a thousand foreign scientists and experts.

This means that urgent need for scientific and scientific-pedagogical personnel is more than 5 thousand. If we consider the need for production spheres, this figure will increase at least 50-100 times.

– And this is just the need for personnel today. What and for which spheres will specialists in the near and distant future of economic development be needed? It is already necessary to think deeply about this issue, educate personnel that meet the requirements of the time and pace of reforms. Our future depends on resolving this issue, – said Shavkat Mirziyoyev.

“El-yurt umidi” Foundation on training specialists abroad and dialogue with compatriots was organized under the Cabinet of Ministers of the Republic of Uzbekistan by the Decree of the President of Uzbekistan of September 25 this year.

The Foundation has been tasked with organizing the training of talented youth abroad on master’s and doctoral programs, training and internships for specialists in various fields, establishing permanent dialogue with compatriots abroad, engaging them in socio-economic reforms carried out in the country, promoting the training of highly qualified personnel with foreign universities and research centers.

It is planned to allocate 45 billion UZS for these purposes in 2019 from the State budget. This amount will be increased by the order of the President.

At the meeting on the issues of ensuring the need for modern personnel, proper organization of activities in this direction was discussed.

The Cabinet of Ministers was instructed to develop, together with “El-yurt umidi” Foundation, a roadmap for organizing the training and internship of personnel abroad in the context of all ministries and agencies.

The Ministry of Higher and Secondary Special Education and the Foundation have been instructed to determine the priority areas for sending personnel abroad and announce the corresponding competition.

It was noted that “El-yurt umidi” Foundation needs to form, together with the Ministry of Foreign Affairs and the Youth Union, a database of our compatriots abroad with valuable experience, the Ministry for Development of Information Technologies and Communications – to launch a register of data on compatriots with breakdown on countries and specialties as soon as possible.

At the meeting on the issues of ensuring the need for modern personnel, attracting educated youth to strategic industries, Shavkat Mirziyoyev emphasized that part of each foreign investment attracted to the country should be directed to training qualified specialists.

The issue of facilitating the selection of promising managerial personnel, continuous improvement of their professional qualifications was also considered.

Holding a competition in the country for meeting the needs of ministries, agencies and organizations in managerial personnel was determined by the resolution of the President of the Republic of Uzbekistan “On measures of creating a modern selection system on a competitive basis for promising managerial personnel” of May 30 this year.

After the first stage of the competition, 3,825 candidates out of 8,334 are recommended to participate in the following stages. As a result, 50 highly qualified personnel will be selected.

The President noted the need for improving the skills of participants at the final stage in short-term courses. Instructions were given on specific definition of countries, organizations, and criteria of conducting internship of winners of the competition.

Information of responsible managers on the considered issues was heard at the meeting.
