Forty-fifth Anniversary of the Helsinki Final Act celebrated

The Ministry of Foreign Affairs of the Republic of Uzbekistan and OSCE Project Co-ordinator in Uzbekistan organized a videoconference on “Helsinki+45: Continuing Relevance of OSCE Commitments to all 57 Participating States, with a Focus on Uzbekistan”, the State Committee of Industrial Safety reports.

The event was attended by over 120 participants, including OSCE Project Co-ordinator in Uzbekistan, Ambassador John MacGregor, Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan, Tanzila Narbayeva, OSCE Officer-in-Charge/Secretary General, Director of the OSCE Conflict Prevention Centre and Deputy Head of the OSCE Secretariat, Ambassador Tuula Yrjölä, Director of the OSCE Conflict Prevention Center with their welcoming speeches and Deputy Head of the OSCE Secretariat, Head of the 2020 Albanian OSCE Chairmanship Task Force, Inid Milo, Head of the Task Force for Swedish Chair of the OSCE in 2021, Petra Lärke, as well as representatives of other international organizations, ministries and agencies. The State Committee of Industrial Safety was represented by the Deputy Chairman of the Committee, Ibrahim Tashkentbayev, and the United Nations Security Council 1540 Coordinator from the State Committee of Industrial Safety, Otabek Kasimov.
 
Uzbekistan has been a member of the OSCE since 26 February 1992. Cooperation with the Organization and its institutions covers different levels, a wide range of issues and problems.
 
The focus of interaction is aimed at fulfilling the country’s principles and commitments within the framework of the Organization in all three dimensions, taking into account new challenges and threats to security, the international agenda and national interests of Uzbekistan.
 
The fundamental document on security and cooperation in Europe is the Final Act of the Conference on Security and Cooperation in Europe (CSCE), signed in Helsinki on 1 August 1975 by the leaders of 33 European countries, the United States and Canada.
 
The Helsinki Final Act consolidated political and territorial results of World War II and approved ten principles (the Helsinki Decalogue) of relations between states: sovereign equality, respect for the rights inherent in sovereignty; refraining from the threat or use of force; inviolability of frontiers; territorial integrity; peaceful settlement of disputes; non-intervention in internal affairs; respect for human rights and fundamental freedoms; equal rights and selfdetermination of peoples; cooperation among states; fulfilment of obligations under international law.
 
A resolution of the Cabinet of Ministers of the Republic of Uzbekistan was adopted “On measures for organizing the implementation UN Security Council Resolution 1540 (2004)” in order to implement the UN Security Council Resolution 1540 (2004) on preventing non-State actors from gaining access to weapons of mass destruction (WMD) and their means of delivery, as well as preventing their illegal circulation in Uzbekistan. In accordance with this resolution, the State Committee of Industrial Safety coordinates the activities of relevant ministries and agencies of the Republic of Uzbekistan on the implementation of the Resolution, including the issues of organization of strengthening the physical protection regime and the security system of facilities containing WMD components and their delivery means, as well as suppressing the illegal circulation of any types of weapons of mass defeat, including timely preparation, together with relevant ministries and agencies, the national reports of the Republic of Uzbekistan on the implementation of the provisions of the Resolution for submission to the United Nations Security Council.
 
It should be noted that within the framework of cooperation with the OSCE, the National Action Plan of the Republic of Uzbekistan was approved for the implementation of international instruments in chemical, biological, radiological and nuclear safety for 2018-2021, which identified a number of measures to implement the United Nations Security Council Resolution 1540.
