Communal sector projects to be coordinated with local councils

On September 18, President Shavkat Mirziyoyev chaired a videoconference on improving drinking water supply and sewerage systems, accelerating preparations for the autumn/winter season.

The Head of the state dwelled on the epidemiological situation in the country. It was noted with regret that the impressive scale of the spread of COVID-19 remains throughout the world, in recent days the number of cases has increased in Uzbekistan as well. The need for ensuring iron discipline, order and strict adherence to sanitary requirements was emphasized.
 
Taking into account the risk of an outbreak of colds in the autumn season, the growth of ailments associated with coronavirus, instructions were given to expand the reserve of beds, provide institutions with necessary medical equipment and medicines. It was noted that priority attention should be paid to influenza vaccination of medical workers and school teachers, citizens over 65 years old.
 
Sustainable operation of communal networks is one of the most important factors in ensuring the quality of life of the population. Therefore, this issue is under constant attention of the state. At the videoconference on July 17 this year, the problems of the sphere were discussed and instructions were given to organize the relevant work according to the new order.
 
Thus, a system of preparation, implementation and monitoring of drinking water supply and sewerage projects, as well as the procedure for coordinating tariffs with local councils of people’s deputies is being introduced.
 
For example, due to the repair of 52 pumps in Almalyk, the total costs of the drinking water supply company decreased by 22 percent, and the cost of electricity was halved. As a result, the city is provided with high-quality drinking water around the clock and uninterruptedly. The problem of drinking water supply in Gulistan has also been fully resolved as a result of implementation of relevant projects over the past 3 years.
 
Taking into account this experience, the Ministry of Housing and Communal Services was instructed to coordinate 28 new projects for the next year with local councils. The task was also set to carry out the acceptance of 360 projects, which should be completed this year.
 
According to estimates, the centralized water supply to almost 2 thousand settlements is inexpedient both from a technical and economic point of view. In this regard, it is preferable to provide water supply to such territories by the private sector.
 
For example, in Uzbekistan district, due to the construction of a well on the basis of social partnership, 11 thousand residents of 6 remote villages are provided with drinking water. The project paid off in 2 years. In addition, 8 water treatment plants have been built in Amudarya district, and seven mahallas with more than five thousand residents, are provided with clean drinking water. This project will pay off in three years.
 
The advantage of this system for the private sector is that its subjects are provided loans for the construction of drinking water supply facilities and the purchase of equipment, and the amount exceeding 14 percent of the loan rate is subsidized by the state. Today, many entrepreneurs are willing to participate in such projects.
 
The work on drinking water supply in 27 districts was criticized. 32 percent of the existing 70 thousand kilometers of water pipelines are outdated long ago. As a result, the level of losses in them reaches 40-50 percent. This is almost 500 million cubic meters of water per year, or an average of 300 billion UZS. In addition, pumping equipment and special equipment at places need repair.
 
In this regard, the need was emphasized, starting from the next year, for envisaging in investment programs the allocation of 10 percent of the funds allocated to the sphere for the installation of energy-saving equipment and the purchase of special equipment for water supply facilities.
 
The issue of preparing economic sectors and social facilities for the autumn/winter season was also discussed at the videoconference.
 
 
A cold winter is expected this year with 2-5 degrees lower than in previous years. In this regard, the Cabinet of Ministers was instructed to adopt separate normative acts on preparation for the season in 12 districts of Tashkent, Karakalpakstan and regions, based on the real situation at places.
 
Responsible persons for organizing the training have been identified: the Prime Minister – in the districts of the capital, his first deputy – in the regions. It was noted that work should start primarily in 56 districts and cities with a difficult situation in this direction.
 
The task was set to complete the preparation for the season of more than three thousand multi-storey buildings in need of repair by November 1; to carry out major repairs in 131 social facilities, and current repairs in 3 thousand facilities. The readiness of medical and education institutions for the season was considered.
 
 
Taking into account the need for 6 million tons of coal products for the upcoming autumn/winter period, measures have been determined to procure reserves and deliver coal. It was noted that in order to reduce the cost of this energy resource, it is important to provide discounts to entrepreneurs-importers for rail transportation of coal.
 
The Prosecutor General’s Office has been instructed to prevent cases of unjustified overstatement of coal prices, speculation and theft.
 
Hududgaztaminot JSC was instructed to supply 385 thousand tons of liquefied natural gas to districts with insufficient access to natural gas.
 
Electricity demand is expected to rise 7.5 percent this season compared to last year. The importance of supplying thermal power plants with natural gas and fuel oil, repairing power lines, substations and transformers for the stable operation of networks was emphasized.
 
Government members, heads of relevant industries and regions provided information on the issues discussed at the meeting.
