A meeting of the Republican Council for work with international ratings and indices takes place

Tashkent, Uzbekistan (UzDaily.com) - Today, on 10 August, a meeting of the Republican Council for work with international ratings and indices was held. It was moderated by the Chairman of the Senate, Chairman of the Council Tanzila Narbaeva.

The meeting, held in the form of video conferencing, was attended by members of the Council, senior officials of ministries and departments.

The meeting discussed the implementation of the Action Plan for the first half of 2021 to improve the position of the Republic of Uzbekistan in priority international rankings and indices related to socio-economic, political and legal spheres, the Action Plan to reflect the position of the Republic of Uzbekistan in the Global Competitiveness Index of the World Economic Forum, and also the execution of the resolution of the President of the Republic of Uzbekistan "On measures to introduce an effective mechanism for determining the state of ensuring the rule of law in the Republic of Uzbekistan" dated January 14, 2021.

It was noted that over the past three months, the position of our country has improved in a number of international ratings. In particular, in the Sovereign Credit Rating "S&P" Global Ratings, the rating forecast for our country has been improved from "negative" to "stable". In the “Women in Parliament” section of the world ranking “Women in Politics” held by the Inter-Parliamentary Union, Uzbekistan has risen from 130th to 45th place. Among 114 countries in the World Giving Index, our country has risen from 53rd to 29th place, that is, almost twice.

However, it was noted that as a result of the fact that many initiatives and ideas remain on paper and the indicators of reforms carried out in our country are not communicated to international rating organizations, the rating organization uses outdated data when preparing the report, which negatively affects the position of Uzbekistan in international ratings and indices.

It was emphasized at the meeting that the Republican Council approved a work plan for 2021, consisting of 532 points. It was noted that in the first half of the year, out of the 272 points planned for implementation in the socio-economic sphere, 76 were fulfilled, 188 were being fulfilled and 8 were not fulfilled, in the political and legal sphere, 32 out of 86 points were fulfilled, 50 were being fulfilled and 4 were not fulfilled.

In particular, although the Ministry of Construction, together with representatives of the national and foreign insurance markets, based on the study of international best practices, developed proposals for the phased introduction of insurance principles into design, survey and construction activities, they have not yet been submitted to the Government for consideration.

In addition, the Ministry of Agriculture was criticized for failing to take measures to reduce government interference in the activities of agricultural producers, failing to take stock of regulations that impose obligations on them, and failing to do optimization work.

In particular, it was noted that when the Ministry of Culture is developing a single portal for assessing the activities of owners of concert and entertainment licenses, there are financial issues that will be positively resolved by responsible employees.

The meeting also discussed the implementation of the Action Plan to reflect the position of the Republic of Uzbekistan in the Global Competitiveness Index of the World Economic Forum.

It was noted that although paragraph 19 of the action plan provides for the development by 1 August 2020 of a unified concept for the development of cluster policy and the draft law "On clusters", these documents were not adopted within 1 year.

In addition, the meeting considered the implementation of the resolution of the President of the Republic of Uzbekistan "On measures to introduce an effective mechanism for determining the state of ensuring the rule of law in the Republic of Uzbekistan" dated 14 January 2021.

During the discussion, the reason for serious discussion was the fact that there is inertia of responsible organizations when placing statistical data in the automated information system Huquq ustuvorligi (huquq.indikator.uz) required to determine the Rule of Law Index of the regions. For example, the Ministry of Energy, the Sanitary and Epidemiological Service, the Bureau of Compulsory Enforcement, the Chamber of Commerce and Industry, the Uzdavenergonazorat inspection, the Public Chamber, as well as the khokimiyats of Ferghana, Syrdarya, Jizzakh, Khorezm, were criticized for the fact that no information was entered. Samarkand regions and the city of Tashkent.

It was noted that this does not allow timely formation of the Index of the Rule of Law of the Regions for the past reporting period by combining the information entered into the system.

The meeting also heard information from the responsible ministries and departments, determined the task of submitting relevant information to the Republican Council within a month on the elimination of the deficiencies and the implementation of the planned tasks.
